Rear Admiral Sílvio Luís joined the Brazilian Navy in 1982, at the Naval College, Angra dos Reis, Rio de Janeiro, where he completed three years of secondary education by the end of 1984. In January 1985, he began his Officers’ training course at the Naval Academy, and after four years of study, he graduated as Midshipman in 1988. In 1989, he participated in the third cruise of the Brazilian Training Ship “Brazil”, having completed his post-school Navy Officer training course in October of that year. He specialized in Ordnance at the Instruction Center “Almirante Wandenkolk”, during 1992, having undergone a course of improvement in control systems and weapons systems with a workload of more than 1500 hours. In 2005, he concluded the Master’s degree in conjunction with the Brazilian Navy Senior Officer General Staff Course at the Naval War College. During his career of more than 37 years in the Brazilian Navy, he has served in the following ships and military organizations: Destroyer “Alagoas”; Frigate “Liberal”; Frigate “União”; River Patrol Ship “Pedro Teixeira” (Commander); Tall ship "Cisne Branco" (Commander); and the Higher School of War. Promoted to Rear Admiral on March 31, 2018, he assumed the position of Chief Advisor of the Director of Navy Materiel, responsible for providing direct advice on various topics related to the procurement, maintenance, and support for the Brazilian Naval facilities. In this role, he also coordinated the efforts of several specialized Technical Offices and worked on strategic projects for the construction of the core of naval power, the recovery of full capacity and the acquisition and modernization of various naval ships and naval assets, including Brazilian Navy aviation assets.
