Brigadier General Julio César Islas Sánchez

General Islas Sánchez was born in Hermosillo, Sonora, Mexico; he joined the Mexican Army in 1985 as a Cadet at the Heroic Military Academy, where he received his academic and military training and graduated as an infantry officer in 1987.


Throughout his military career, General Islas has held several commands up to the infantry battalion level and served as Chief of Staff of the Special Forces Corps. In addition to commanding a Military Police Brigade, General Islas also served within the National Defense General Staff as the Chief of the Public Safety Subsection under the G-7 (Counter-drug Operations). As part of the Federal Public Administration, General Islas held various positions within the National Defense Secretariat.


During his academic and teaching experience, General Islas has distinguished himself as a professor at the Mexican War College, where he specialized in the field of psycho-pedagogy.


In the military diplomatic area, General Islas served as Military Attaché at the Mexican Embassy in Washington, D.C. (2007 – 2009), where he was also a member of the Council of Delegates at the Inter-American Defense Board under the Organization of American States.


In 1997, General Islas received a Degree in Military Administration, specializing in Staff studies; in 2014, he received a Master’s Degree in Military Administration related to Internal Security and National Defense from the National Defense College at the Mexican Army and Air Force University.


General Islas has supplemented his military academic training by attending multiple courses including the Senior Military Management Courses for Flag and General Officers and Mexican Armed Forces in 2015, as well as various courses related to the field of intelligence both in Mexico and abroad. He also participated in many seminars and courses at the Inter-American Defense in 2008 and 2009. In 2015, he attended the seminar on Organized Crime and Illicit Networks in the Americas, hosted by the William J. Perry Center for Hemispheric Defense Studies at the National Defense University in Washington, D.C.


During his military career, General Islas has received multiple awards, and was honored by the “Mexican Army and Air Force Legion of Honor” for his more than 30 years of outstanding and continuous service in the Mexican Army.
